Well, if a document isn’t available to DEVONthink To Go in its databases, it is logically disabled.
Is there a way to keep items in the Reading List but move a replicant, copy, or file into a non-synced database?
You can’t replicate across databases but yes you could duplicate a document into another database. But what are you trying to accomplish?
