Don’t look at the CSS and HTML, if you want to preserve your sanity. Perhaps marketing decided that nobody needs 2FA on mobile devices, so they don’t tell people using them what that is.

There is nothing new in this behavior. If the document is already open in a main or document window, that will be be shown. If not, by default it will be opened in a document window.
