I’m not sure where you’re getting this idea. Blockquote something in this thread and what do you see rendered?…
Also, search for blockquote css and you see a ton of examples showing this specific styling.
…etc. So it seems pretty logical to have it applied in WYSIWYG styling as its supposed to mimic the rendered view to some degree.
